How can i start my career in offshore field as E&I supervisor/engineer..?

i am from India.I have completed masters in electrical engineering and have valid Indian CDC.I have two year experience in power plant as engineer and for last 4 months , working in Kuwait Oil company project in Kuwait.Which consultancies/companies should i approach to get a job in offshore..which country is also best to start with? any suggestion is valuable.thanks for your time.
