CAN someone please help me find the release of this phone?

hi,my older sister is planning on getting a new phone but she is confused which one to get she wanted the iphone 4 but doesnt know if she wants to get it. so i told her about the samsung galaxy s II.. it beat the iphone 4. but we live in new york can someone please let me know if this phone came out in ny yet . and ehat company is this phone with. also by the way is there going to be a iphone 5. coming up soon or later.thanks reAlly appreciate it
