Which is the Ministry/Dept. in the Govt. of India that look after matters relating to Electronics[TV]?

I have purchased a TV[foreign manufactured] which is within the 1 year Guarantee period. It developed problem of volume/sound. Complained to Customer Care number of times. Technician visited once and said that nothing can be done to enhance the sound as the32" LCD model has this maximum sound.Incidently I had purchased a22"LCD on the same date and this has a much higher range of sound. I want to file complaint with the Govt. department which is allowing imported TVs in the country with out any quality control checks while the company is cheating the consumers with tall advertisement claims of its quality and features.
