What would be my prospects of opening a business in Kuwait?

I want to live in Kuwait, applied for jobs for years. No offer as yet. My plan is to rent a small, empty shop and set up my office. I would provide secretarial services, like writing CV, Letters, PowerPoint presentation etc. I even could provide basic Microsoft Office, IT training. I can provide services in English only. My Arabic is not good enough. I could seek an Arab business partner, but then the income would not be sufficient to rent a reasonable apartment, plus living expense. Unless after a year we would have an income of at least $4000 each month. My business partner get $2000, I get $2000 each month. The rental costs of the shop we share. Does my idea sound realistic?
